The Challenge
The parking garage at Tosa Center Medical Clinic in Milwaukee was experiencing a common but serious issue found in many Double T concrete structures—weld failure at the 3.5" JVI flanges. A total of 225 weld locations across 10-foot spans had failed, compromising the structural reliability of the garage and posing a safety risk for vehicles and pedestrians.

Fortress Double T “Horseshoe” Anchors:
Each failed weld was repaired using Fortress's proprietary Double T anchors, designed specifically for this type of structural connection. These anchors were installed in approximately 10 minutes per location and successfully tested to confirm zero movement after installation, ensuring long-term performance. -
Parking Deck Reinforcement:
In addition to anchoring the flanges, the parking deck was repaired using two rows of extended-length Carbon Fiber/Kevlar® ReGrid™ (functioning as oversized Crack Stitches) to reinforce areas with surface damage and cracking. -
Deck Coating and Seam Repair:
After the structural reinforcement was complete, the deck received a new coating system and seam repairs to restore surface durability and protect against future wear and moisture infiltration.
The Outcome
The garage is now fully stabilized, with 225 critical connection points reinforced using high-strength, non-corrosive Double T anchors. Combined with carbon fiber deck reinforcement and new protective coatings, the structure is better equipped to withstand future stress, traffic loads, and environmental exposure.
